Unable to use ` key after patch

Im not sure what's going on, but since the patch on steam (1.3.0014) i am unable to use the ` key to select any of my units/wingman. I went to the keybindings in the options, and it says its bound to Tildie, and when i checked in the ccsettings.xml it says its bound to grave. however, when I try to rebind the command to the ` key, nothings happens, its like its ignoring the key being pressed. my OS and keyboard are set to English US and everything worked before the patch.

any ideas?
