Random disconnections, then can't connect in ArmA 2 (original)

I just installed an ArmA 2 server on our dedicated machine, which runs several OA servers with no problem at all. This server, however, seems to have quite a few issues.

At random times, several players will be kicked by BattlEye for "client not responding" (they'll see no message received), and they won't be able to reconnect for several minutes. Sometimes the server is still in the browser, but with a 2500 ping, and sometimes it's just a red X.

While this is happening, some players are still in the server so the server is obviously still running.

In addition, RCon seems to be bugged at least with some clients. I'm using the official tool from the wiki and can't connect, even though the server log shows several successful connections every time I attempt to connect. Apparently one of the GUI-based RCon tools works.

Any ideas?
