Need Help with Config. Viewer

So I am somewhat new at the map making. I am having trouble bringing up the config viewer. I was told to download the tutorial maps on the arma 2 website. I did so but now I can not figure out what to do after I have downloaded it. It is a winRaR zip file. Where do I extract it to? Please help! I am trying to complete the same thing, that was showed on youtube, about how to make your own scenario with a IED explosive. Any help would be greatly appreciated.
