Where Is That Traffic Mod

I ran a couple of searches for 'AI Driving' 'Traffic Mod' and I couldnt find the thread, but i believe there was a mod that created dynamic traffic along the roads, and i was keen to have a bit of a play with it.

If anybody could direct me, I would appreciate it.
