Even then I have 16 GB of RAM and an 8-core Intel i7 processor. Can this game only be effectively run if you have some IBM supercomputer?

I have a pretty powerful PC that can run Battlefield 4 and Crysis 2 on full Ultra settings at 1080p with a solid 60 FPS and no hiccups. But for some reason, Arma doesn't want to run smoothly for me. I even just got a new top of the line GPU, but it's almost like I never upgraded. I tried all kinds of fixes and launch settings, but nothing really changes. It curves around 20-50 frames inconsistently. What can I do to stabilize the game? Here's my specific specifications:
