    I've been having the same issue with the server getting stuck after

    15:19:05 Dedicated host created.
15:19:06 BattlEye Server: Initialized (v1.192)
15:19:06 Host identity created.
[s_API FAIL] SteamAPI_Init() failed; SteamAPI_IsSteamRunning() failed.

    After going though my server.cfg and removing verifySignatures it starts now. Still get the SteamAPI issues but its running.
