Thanks Sneakson. I went and had another look at what I had and in fact the average CPU utilization was only 35%. I'll also add that my launch parameters in steam have been added to suit my CPU ie # of cores etc as I can see an even spread of usage between all four cores in my CPU. Time for another video card then :)

I've got a FX4100 OC to 4.6ghz and a GTX560 OC to 940 MHz and I average about 20 to 25 frames on wasteland. Thats with low to medium view distances and high settings everywhere else. In my pursuit of better frames I've opened up my ASUS GPU Tweak and monitor to see how the GPU is fairing and it's mostly maxing out at 99%. I've also got windows resource monitor opened and on the CPU side, the CPU is barely raising a sweat, about 40-45%. Weird because I was expecting the other way around given that ARMA games are biased towards the CPU. In the meantime, would I be better off going for a better video card before updating my processor? Has anyone else here experienced what I've just explained?
