I was wondering why I keep getting FPS in the low 20's?

System Specs:

Harddrive: 7200RPM Barrucuda 150GB

Motherboard: Asrock M3A770DE

CPU: AMD Phenom X4 965 - 3.7Ghz OC

Videocard: Radeon 6970 2GB

RAM: 8GB DDR3

In Game Settings:

Quality Prefrence - High

AA - Normal

Terrian Detail - Normal

Visbility - 2370

Interface Quality - 1024x768

3D Quality - 1024x768

Postprocess Effects - Disabled

Interface Size - Normal

Aspect Ratio - 4.3 Normal

Vsync - Enabled

PPAA - SMAA - Normal

ATOC - All Trees + Grass

AF - Normal

Video Memory - Default

Texture Detail - Normal

Objects Detail - Normal

Shadow Detail - Normal

HDR Quality - Normal

Note: I think its either my Network card\Wifi USB adapter or my CPU or even the game servers. Not sure how I can totally pass the Recommended Requirments but get low FPS? I searched countless times through the Web looking for answers but never found a definite answer. I usally play Wastelands and I hardly ever see any AI..unless its a animal or the AI that protect the things at the mission locations. Thanks for any help.
