Depending on the video settings I can get between ~25fps and maybe 80fps if I accept an awful viewing distance. I didn't try the max fps I can get with lowest settings, because for me seeing the bullets on long distance shoots is more important than a few fps. It still (or ever will) highly depends on the server+map you are playing on. So I don't see any reason why you should expect like 70fps if there are way faster systems than yours and a lot of possibilites to configure the game for your system.
