It is an interim government, approved by the democratically elected Ukrainian parliament, to head the country until it can be replaced by a democratically elected government. I.e. a whole lot more democratic than e.g. the "government" in Crimea, that consists mostly of people who had gotten the notion that they could fire democratically elected politicians, take their places, and call themselves democratic.
