I had previously launched both games before attempting to launch CO - as per instructions in trying to install the DayZ mod. This image is what my A2OA directory currently looks like:
All that I had done to it was the @DayZ folder (Put into place only after Arma II and A2OA had been launched once) and the beta patch, which had only been installed after both Arma II and A2OA had been previously launched and after I had previously attempted to solve the problems using the above steps.
::Edit:: Just wanted to say thank you for helping! No shortcut was made though by the game, neither originally, nor when I tried launching them both in that order again.

The exe for A2OA in its respective steam folder is fine... the issue is launching the CO. ARMA 2 works, A2OA works, but the CO doesn't and I cannot find the exe for the CO. I see the command file for A2CO, but it seems to do as much as launching from steam does.

I came here looking for the solution to this problem as well. I do not get the "Bad serial number given by setup" or issues with either game - as experienced by jwbeasle1. I only get the difficulty launching CO. The Dos box, flash of text and it vanishes so quick it is not possible to read. Then nothing. :(
I have verified the game caches for both ARMA 2 and A2OA, before closing steam down (completely) and rebooting steam as Admin. I then went to relaunch A2OA and run it as CO through steam, and the problem persists. Is there anything else that may be causing such an issue?

I have solved my problem. The game works properly now.
I have reformatted my computer and no longer have a partitioned hard drive. I do not think the ARMA 2 games like being placed outside of the default "C:/" drive (even though it was with steam..). Anyway - just wanted to let people know that pathing may be your potential issue.
