Wrong. If somebody downloads the mod, there is nothing they can do to stop people from hosting servers on it. They can make their own Official Server(s), but they can't stop clans/groups from hosting it if they want to.
Wrong, They can take legal action. PR is copyrighted and therefore protected by law against these actions, especially when they are taken without official allowance granted by the PR Team/Owners.
