You need both Arma 2 + Arma 2 Operation Arrowhead (a.k.a Arma 2 Combined Operations) to launch and play Fallujah. Its depended on what the server content have, if the mission on the server is running with ACE mod and requires ACE Ammoboxes which you did not have one... Thats the main problem. To check what content the server is running on, select the server and look at the bottom of the server list Under the Required Addons will show something like Arma2; Arma2 OA; Arma2 British Armed Forces; Arma2 Private Military Company -mod=@CBA;@ACE;@ACEX etc

Yes, you are rigjt Here You only need both @CBA and @CBA_OA for OA Standalone and @CBA only for Combine Operations. Please ensure you put @CBA;@CBA_OA in order (To load CBA first then CBA_OA)
