I went with the NAPA path but near the NAPA base at top of the hill, there came allways these 2 ruski squad + atleast one helicopter. After I realized what triggers em (for me the Rodriques starts talking about Marine and Air Force Pilot at the bathroom...), I just triggered em at the E side of NAPA hill. Then I laid low and went around the whole hill via S -> SW -> W and eventually N / NE to the NAPA base. Theres treeline that you can use but be sure to trigger those ruskies at the opposite side (E) of the hill.
