I've replayed the mission 2 times. If you have to wait a long time it's not going to finish anymore. Just wait and let your colleagues spot the saboteurs. The you can always decide to assist them. When I went looking around too much it seemed that the mission would become bugged.

I tried under and on top of the bridge. After testing it only worked when I put the satchels under the bridge at 5 meters intermediate distance (otherwise I got a red cross that no satchel could be placed). Try using the menu from your mousewheel to place them.
