Yo....can anybody help me on this?

Im trying to install ofp on a new computer and it just wont work. Its a Athalon AMD 2600+ with 512 ram... I pop in the ofp GOTY edition and put in my cd key...but it gets stuck on one percent, and then i get an error that reads: "File Read Error F:\Flashoint\Res\Addons\Noe.pbo.

I have the GOTY edition of ofp and it works fine until i put a addon in. When i put a addon in either addon folder and i open teh game up...i get a green screen. The only addons that worked were editor update and objects..Im am running 1.91 goty and i ahve a 3.0ghz p4 with 1gb of ram and i have a G force FX 5900 256mb vid card. Im running the newest directx. I also have the newest drivers for my vid card... I also tried teh no slpash and nomap stuff and i also tried the alt-tab....but nothing works....
