I assume this is somehow relevant, but I can't come up with anything. I highlighted the part of the post I was responding to, nothing more.
Smaller departments often don't have the same requirements as larger ones, where more pressure will be placed on the officers. Additionally, traffic cops and other "lower rank" positions have lower requirements, but higher education is needed to move upwards, regardless of time on force.
