As far as I'm aware all windows versions can run a deddy server, though it would probably be better if it's going to be up for a while to use 2k or XP as they can stay up for days if not weeks with no need for rebooting (memory leaks etc.)

You mean something like this? I get it sometimes as well, I just click enable w-buffer and then disable w-buffer and it goes away, or if you run the game with w-buffer enabled just do the opposite

Have you searched for "lag" and "cursor" in the faq?
