I'd suggest you simply download it via the manual download link, you can then use a download manager with multiple connections, click the Download button but cancel when the save window comes up and instead click on the last "here" on the second row of text to be taken to the direct link, copy that and paste it into your download manager.

I like the last couple of Fallouts (never players the older style Fallouts) and I liked Oblivion and Skyrim so the IP could certainly be in much worse hands IMO :) Personally I think the Arma3 engine would be even better for a new Stalker game but that's not for me to decide ;)

Delete the md5 files, they're created by Sprocket.exe when it verifies the files, if it sees them there it will never try to download partially downloaded files again (or at least there's a good chance it won't), compare the filesizes to here: If they don't match it might be simplest to delete the file and download each specific file manually rather than using the Sprocket app, although it sounds like your OS install is very unstable so you could have problems with any download method with those problems being primarily related to your PC/OS and not our installer/download servers etc.

Sounds like a corrupt/incomplete download, I'd suggest you download again using a download manager with resume function if possible, and when you install run the installer as admin and ensure any antivirus/antimalware etc is temporarily disabled.
