was able to change the graphics when running the game in 32 bit rather than 64 . . . odd

So weird glitch, so my graphics setting are a tad to high, getting like 40 fps ish on Ultra. So I go to change it, crash. Whenever I attempt to change my graphics settings it crashes. I mean yeah this is fine, but if I could play on like high instead of ultra that would be nice . . . Also worthy of note that this is a brand new computer and I have the game files on a external hard drive, although it is a new download anyway. If I could be offered any insight into this topic I would be grateful.
