Tbf then you have to still grind to get your crafting bench levelled up and your still only able to make one every 90 minutes, not that I agree completely but companies still have to be able to make money somehow, especially with free to play games, after all who really wants to spend however much money on purely cosmetics?

A UAV? Just casual civilians, get two kills in a post war norway and all of a sudden they’re calling in UAVs? Does this look like call of duty to you?

I don’t think i’ve encountered a single friendly person in vigor, especially if you have no guns, afterall we’re rewarded for killing via experience and whatever loot they could’ve had and it’s not like they have a choice to drop their loot to save their life anyways and nobody wants to hesitate in killing them in case they destroy their inventory (yes people do this), so yes you can spawn in with no weapons, no you almost certainly won’t encounter any friendly outlanders.
