Arma 3 dedicated server mod load issues

I've been racking my brain on this for a week now and can't figure this out, I'm trying to launch a dedicated server with about 40 steam workshop mods that we transferred over to a seperate box using steamcmd and copy/paste. Here is the command line and here is our most recent .RPT
