If by "radar" you mean the strip at the top of vehicles and aircraft, then yes. There was even an aircraft that had a fully working jamming suite for ArmA 1, that created probably 20-50 "ghost" targets on your radar, you almost never lock your actual target, and unfortunately there wasn't any aircraft that could burn through the jamming.

Sure it's possible and it's been done. Fortran's F-117 for ArmA2 is "stealth" (unless the gear are down).

According to Fortan's documentaion, yes.

Fully stealth (unless gear is down / weapon bay is open / Jet is performing high Pitch/Banking maneuvers)
