high command chain of command

is there a way to use the High command module with the subordinate module to make a chain of command where you order only the subordinates? and all the people below him will follow.

So yes there is, with the limit being the regular group limit. You could of course bypass that with scripts so that groups automatically follow other groups even when they're not part of the the chain of command.

As far as I know the AI cannot be a high commander anyway (at least not without additional scripting)?
