video and audio not matching

I have a feeling this is due to the massive amount of units and the night vision and effects but....

I'm in dogs of war and i drove lopetev to hand him over to russians.

Rodriguez says something like "this looks friendly" then no more talking the scene continues to play handing over lopetev then the russians blow up the truck, then lopetev and two others run toward the truck.

Then everyone in the video or cutscene or whatever its called except me freezes where they are. I can walk around like i'm in the twilight zone watching everyone frozen in place. Then the russians start shooting my frozen razor team. Everyone in the world who was not part of that video continues to move and do what they want just razor, lopetev, and two or three others stay frozen.

Then a few minutes of me hidding I start talking to the guys i was handing over to lopetev at the begining. It's obvious that this dialogue was from the begingin of the video. when the video is playing i can't save, only revert, when everyone freezes, i have the option to skip or again, both of which, start the whole thing all over again with the same mistakes. about two times now i think i switched to the map or in and out of pressing escape, the frozen razor team started to move, of course pretty cut down. and lopetev and the others either die from the truck continuously exploding next to their frozen bodies or disappear. All of which leave me with needing to revert.

I have reverted as far as i could trying different tactics etc. all leading to the same thing.

my video settings are on default, most being high or normal. I figure my computer might be at fault because since the begining of dow i try to buy stuff and i have to wait about a minute or two before the options load to buy, and when i select say a medic, i click him, wait about 30 seconds before it goes over to the other side. so i spend at least 10 minutes buying stuff that have always taken less than a minute to get before.

Also clicking waypoints on the map takes about 30 seconds to show up on map.

Actual game play has been perfect. lagging only if i have millions of things going on at once. and blurs when i turn from side to side in first person view, so i usually leave it on 3rd person to make it smoother.

edit**** I changed all my settings to low and the only difference was that razor and me could wander around. walked into a squad of russians putting holes in their manequin like bodies. I notice my gunsights are gone and if i zoom in to fire it changes back to regular view after about a second. Actually all views did that. It seems like a bug.

So if it is my computer, which settings should i lower in what order? i love how good it looks and want to lower settings that will leave it as good as possible.
