I like the individual contributor based list rather than the department based list. I think then you get a better idea of what people have done, too. You have the name of the person, then perhaps a long list of what they have worked on, rather than hunting and pecking out a number of instances of the same name in a number of different sub-lists.

We go for option 2 now, had the most votes already plus atleast one vote which wasn't counted because old forums voting system went fubar.
