I don't think jumping is necessary in OFP either, mayby special actions, like climbing over fences, but jumping when you've got a fully loaded backpack that weighs a tonne is just stupid. For jumping to be meaningful, we'd need to be able to discard all the non-combat gear, and have just our gun, water and the clothes on our back.
