Add the ability to ban ip addresses from servers

I run one of the newest OFP leagues in the community and have a slight problem which I hope can be addressed in the 1.92 patch or OFP2. My clan has been having problems with a few ex members where they are coming onto our server and seem to be able to change their ID number at will. They were coming on with Id numbers such as 12345 or 87654321. Is there any way that BIS can include code which can actually ban IP addresses rather than ID numbers from OPF servers? Because banning IDs is now obsolete because they can simply change their numbers and log straight back in.
