Arma 3 Launcher "Loading Data"

Recently had to do a full Steam uninstall and reinstall. Arma was one of the first I reinstalled, but now, the launcher seems to be stuck.

 

Every tab has some variation of "Loading Data". Dashboard says "Acquiring Data", DLC is stuck on "initializing DLC management" (do note, I have no dlc), mods is stuck on "initializing Mod management" (do note I have many mods). Due to all of this, the play button is greyed out and cannot be clicked on. Ive already verified game files several times. Ive also uninstalled and reinstalled the game since the initial full steam thing.

 

Anyone got any suggestions/cures?

Might be worth saving the mods to a collection through Steam (via the workshop you can filter by subscribed files and then add them all to a collection), unsubscribing from them all, verifying files again and then resubscribing to (and re-downloading) the collection.
