The reason? Because they both wanted Liz as their girlfriend and Peter (the Tasmanian Devil) had gained the love from Liz. (That's why Liz ignored Victor, like an ice block!) Victor has never overcome this and hated his brother he even didn't want to know if he lives or not. But! In the deciding moment when Nogova was attacked Peter decided to help his brother, wisely using the Name: Tasmanian Devil, knowing that his brother would not accept any help or he even would not be ready to hear any advise if he knew it came from his brother. That's why he never found out that it was his brother helping him a lot in ther war against Guba. And yes, they both served in the SAS in Africa. So they both will appear in OFP2. Victor and his brother Peter (Tasmanian Devil) in special operations in Africa. That was the time before Liz broke apart these brotherhood. Yes women sometimes have really bad influence!
