Arma 3 Headless Client Units not responding

I am having an issue on a mission where units controlled by headless clients are not responding to being shot at and/or engaged. I can literally shoot AI directly and they keep just walking around normally

HC's are connecting to the server and in correct HC slots. I use the FASTER server launcher. HC's and server are on the same machine.
