Can't connect to Rcon

Hello !

i'm trying to connect to remote rcon with, for the moment :
 

BERcon.exe

and
https://python-valve.readthedocs.io/en/latest/rcon.html

when i try :
 

Enter the IP address or hostname of the game server to connect to:
127.0.0.1
Enter the game server's port:
2307
Enter the RCon password:
*****

Error :
 

Could not connect to server
