How to optimize armu 3 on a powerful pc?

Try using the presets, i.e. Video Options > Overall Quality and select Standard, High, Very High or Ultra.

That's a good start.

Incidentally, what are the specifications of your pc?

OK that sounds powerful but how fast is your i7 and RAM?

Also, do you have an SSD?

And by the way, what's the point of using graphics pre-install, it doesn't help

SSD=yes: good

GPU=GTX1080: good

RAM=64: good but speed is more important in A3 than most other games

CPU=i7: good but speed is more important in A3 than most other games

If "'computer does not load much" mean that CPU load is low, then this is normal for A3 because it its 3D engine is old and therefore only partially supports multi-threading.

In SP you can expect 40-80 fps depending on your graphical settings and draw distance.

In MP it can be far less.

These numbers will be lower than most other FPS but this is also because Arma calculates a lot more than most other games (accurate ballistics, damage modelling, weather, AI, etc.)
