GUI imports as gray scale and transparent.

> Open Photoshop
> Open picture.png
> Save for Web
> PNG24
> 512x512
> Open TexView2
> DXT5
> Save As
> picture.paa

Attempt Two

> Open Photoshop
> Open picture.png
> Save As
> TGA 32bit
> 512x512
> Open Image2AA
> picture.paa


Result: Ahz7tSg.png

Does it have an alpha channel layer? If not, create one. This is how I do it... Photoshop:

Make sure the size format is correct (128x128, 512x256, etc)

Save as -> PNG (not save for web)

Also, make sure it has an alpha channel as first mentioned.

 

Open TexView 2 -> Drag image in -> Save as -> Switch .png to .paa

Done. Note: If you re-save as PAA, you must reload your game (at least I had to) or else the changes won't take affect. Or just use another filename for quick testing.
