after reformatting, I've reinstalled steam 3 times now and I get the same message.

please exit the game to manage your mods.

I've googled this and came up with "some what" of what people did, but no real solution.. just some guesses.

there isn't really any complete answer.

So I'm hoping someone has had this issue and can tell me what to do.

best make a report in the A3 feedback tracker and use category A3 launcher

Install latest .NET Framework 4.7 and if you on Win7 first install Prerequisite update KB4019990 and see if this fix your problem.
