Making a custom flag (with new shape!)

I don't seem to get this to work and really need some pointers.

What's not working and what do you want it to do?

want it to move in the wind like a normal flag, but to make a new shape / support for _ca. 

My flag isn't acting like flag but just static.

 

 

I took a model from arma2 so I don't think its a p3d issue. Can upload that if thats of any help.
