Understanding AI orders? "Go to x y"

Since beginning of times i never understood what the heck it means when AI tells you "Go to 00 17" or "Go to 55 11" etc. What do numbers mean?

I actually realised by reading this post that I haven't ever paid attention to / understood them either, but I've done a little testing and it seems to works like this:

If a unit is ordered to move anywhere closer than 100 meters (relative to the unit itself), then the numbers are simply compass bearings (000-359).

If the waypoint is farther than 100 meters, then the first two numbers stand for the compass bearing [minus the last number (00-35)], and the second pair of numbers mean the distance (lowest: 11 = ~110m; highest: 39 = ~390m).

And of course, over 400m you get map coords.

That should be it, but hopefully someone will correct me if there's more.
