Official Launcher - 'Mods' vs 'Addons'

On the official launcher, what's the distinction between 'mods' (available under the 'parameters' tab) and 'addons' (under the 'addons' tab)?

They are also separate categories in the Workshop.

Does the launcher also not recognise addons/mods you've already downloaded (non-Workshop), because they're not appearing under the 'addons' tab for me?

If I'm right, The mods are a group of interrelated addons. And the addons are the .pbo files. That's why you can only upload one .pbo file to the steam workshop because right now Steam workshop only support addons.

One makes modifications to the vanilla game and one adds content?

Ah, I see. A mod as a collection of related addons makes sense. So a collection of a few different guns would count as an addon, but a change to much more (guns, vehicles, etc) would be a mod?

Anything that modifies gameplay or alters the behavior of something is a modification. Addons are synonymous to content such as vehicles, weapons, models, etc.
