[Planes] Throttle not working on specific area

Just encountered a weird bug on Dev branch and now i am curious if other can reproduce or if it's on my side:

Please take note that this is with the Saitek X52Pro throttle quadrant.

Ive had this a few times in various areas. The small NE taxiway inbetween the two main airport runways is another prime location for this to occur. Interestingly, if you can get the plane to move by other means (for example a reversing script), the engines will eventually spool up.

This bug also occurs when stopping in service range of a fuel/repair/ammo truck, regardlss of where the plane is. I have a simple repro mission for this if you fancy making a ticket.
