[Need Help] Creating a "call 911 script"

Hello everyone,

I am apart of an Island Life community and I want to make my server a "Call 911 Script". I just need a little help doing it.

I am thinking you have an option on your phone to call 911 and it plays some .ogg file for the client that executed it. Also giving you a space to type in a message for Blufor. ie I am shot. I am getting shot at. etc Meanwhile, Blufor is notified that someone has called 911 and it marks his position on the map in SIDECHAT for Blufor.

So, where should I start? I have never made an sqf script before
