I saw that too, after running the unpack_ccgm.bat file after the 1.05.0026 beta update

texcompress.exe from Carrier_Command_Patch_1_03_0019_Beta_SDK work OK:

but after Carrier_Command_Patch_1_05_0026_Beta_SDK is installed it stopped working ("Parsing files...no files found").

correction:

any texcompress.exe only works with file enforce3.dll from patch 1.03
