Molatia Signs Partnership with CSAT, Afrene Expresses “Disappointment”

Following months of negotiation beginning late last year, the Republic of Molatia on the African island chain of Duala has signed an economic and military partnership agreement with the Canton Protocol Strategic Alliance Treaty Organization, or CSAT. The partnership will provide Molatia with upwards of $2 billion in economic investment per year over a period of ten years, as well as a further $1 billion per year in military aid starting next financial quarter, the Molatian public relations ministry said. Additionally, the partnership will allow Molatia to begin the process of applying for CSAT membership over a period of five years in exchange for “immediate” CSAT access to the use of Molatia’s military facilities and Molatia’s lucrative diamond reserves.

 

This comes on the heels of a diplomatic spat between Molatia and its neighbor to the south, Republic Afrene, where the Molatian foreign minister entered the demilitarized zone between the two countries and made rude gestures towards the Afrenian and French soldiers on the opposite side. The president of Afrene stated that the “irresponsible actions of Molatian government ministers threaten to compromise the peace carefully laid out by our predecessors,” a peace following a decade-long war in the 1980s and 1990s that saw millions dead or displaced and was only ended following an African Union-led UN intervention. Molatian President Jacques Moriba pointed towards the "unacceptable provocation" of French combat engineers entering the demilitarized zone to protect and support an International Development and Aid Project (IDAP)-sponsored demining mission that was reportedly attacked by Molatian forces on 21 March. Molatia denied any involvement.

 

The Afrenian foreign office stated that “while we are disappointed with the direction Molatia has chosen to proceed for the future, they are our sovereign neighbor and it is in everyone’s best interest to respect that decision.” France, who currently has a base-sharing and military support agreement with Afrene independent of NATO, was unavailable for comment. France had previously expressed “concern” about the “potentially dangerous combination” of Molatian diamonds and CSAT military and economic influence threatening to destabilize the increasingly precarious situation in Duala. NATO spokesperson Jan Sjoderberg has expressed concern and called on “Afrenian and Molatian diplomats to come to the negotiating table and help defuse the current tensions.”

 

CSAT representatives were not available for comment at the time of publishing, but its public relations office has assured us that they were preparing a statement and would inform us as soon as it was made public.

French Ambassador to Afrene Meets Poilus at DMZ

Albert Mitterrand, the French ambassador to the African island nation of Afrene, has traveled from the relative safety of the capitol of Kinsella to Border Checkpoint Alpha to meet with French and Afrenian soldiers guarding the increasingly volatile border crossings of the island chain of Duala. Mitterand invited myself and my photographer, LCpl. Mace Jackson, USMC, to join him.

 

Checkpoint Alpha, just north of Vestinga, is the only border crossing on Duala where both parties are able to observe the opposite side. It was the site of an incident late last March where the Molatian foreign minister entered no man’s land and shouted expletives and directed insulting gestures towards the Afrenian and French troops on the other side. The minister was only sworn off by the VBCI infantry fighting vehicle at the post driving up to the border fence and asking him to return to Molatia over the loudspeaker, or risk arrest for violating the terms of the ceasefire. Duala is still recovering from a bloody war that lasted from 1986-1997 that was ended only by an African Union intervention, with the peace terms not being officially agreed upon by either side until 2003, and only then under the threat of forced occupation by NATO. Despite the attempts by Afrenian and French soldiers all across the border to restrain themselves from retaliating further, Checkpoint Alpha came under mortar attack about two weeks ago, a phenomenon well-known to the soldiers at this station.

“This kind of thing does happen quite regularly,” French Adjutant Chef Henrique Bertain told me, “you know, us soldiers, our first reaction to taking fire is of course to return it. But of course we can’t do that without risking war, and for us that is not an acceptable outcome.” After repeated ceasefire violations by the Molatians and increasing threat of artillery casualties, Foreign Legion Pioneers made the decision to erect two concrete modular bunkers at several high-risk checkpoints to replace the sandbag and HBar bunkers previously used, as well as modifying the HBar walls to better break up fire inside the perimeter.


The commanding officer at the checkpoint, Afrenian Lt. Emile Ibori, said he was delighted the day they were completed. “We had been attacked a lot before. Nobody died, but some of us were always hurt each time. After the bunkers came, it’s like they couldn’t touch us, and the tall one is good because we can still see and shoot them if they try to cross and attack us. Morale was much better after that.” Soldat 1er Classe Faisal Ajani showed me inside the unfortunately well-used main bunker. Some interior doors had fallen off their hinges from repeated artillery shock, and interior rubble littered some corners. “It looks like shit, but it’s still as tough and battle-ready as the day it was installed,” he assured me. I asked him about the door on the ground and why it wasn’t on its hinges, and he challenged me to pick it up. It must’ve been at least 150 pounds. “We do keep the doors to outside on their hinges for obvious reasons, but it’s such a massive pain in the ass that we no longer really care about the inside doors. They aren’t the ones keeping the bombs out, so it’s not a very big deal. I'm sure you know the old saying about combat-ready units not passing inspection.”

Despite continued attacks afterwards, no checkpoint has suffered casualties from artillery attack after their concrete bunkers were installed. Molatia has consistently denied attacking Afrenian checkpoints. When evidence is presented otherwise, they point towards Afrenian troops firing on Molatian checkpoints and “other such violations,” in the foreign minister's words. One of Bertain’s subordinates, Caporal Christine Mila, put it very plainly for me when I asked her: “you and I both know ce n’est rien d’autre connerie (that’s nothing but bullshit). I can’t speak for other checkpoints, but Ibori is former Legion and runs a very tight ship. One negligent discharge and you’re gone.” Bertain chimed in, “That’s no shit, either, we’ve seen it happen.”

Mitterrand thanked the French and Afrenian soldiers for their service and reinforced the point that their hard work and restraint at these border checkpoints was the most important factor in the maintaining of the Duala ceasefire and Afrene’s security. “With the CSAT deal they signed last month, the possibility of Molatia growing overly bold and doing something that would begin hostilities is of course increased,” he said to me later. “Furthermore, these are the guys and gals we will be relying on to hold the line if the fighting does start.” The CSAT deal he was referring to was the partnership and cooperation agreement that provided Molatia $3 billion per year in economic and military investment and enabled the option of membership in exchange for CSAT access to Molatian military facilities as well as a large share of Molatia’s diamond reserves, which many suspect to be the primary reason behind CSAT’s partnership.

While CSAT does not communicate with NATO military journalists or publications such as Stars and Stripes, they do have a working relationship with our civilian counterparts. I forwarded some of the concerns of the French and Afrenian soldiers to ANN Journalist Chris Walker, a personal friend of mine. The CSAT public relations office responded thus: “While we will not discuss the allegations of ceasefire violations by the Molatians, the investment program we are undertaking does include a complete overhaul of Molatian military training, which will increase their discipline by magnitudes. It is in everyone’s best interest that the ceasefire be maintained and not be compromised by either side, and we will try to pass on the imperative of this to the Molatians as they go through our rigorous training regime; we expect the French to do the same with the Afrenians if the have not already. Should that fail, we will consider posting CSAT troops to the border posts and any nearby supporting assets and take a more direct hand in peacekeeping. We are also currently working with IDAP to address similar concerns about reported attacks against their demining operation.”

A New Dawn for Isla Duala

Isla Duala is mostly known for its horrific war that ended two and a half decades ago by external intervention 

The conflict, which left more than 900,000 combatants dead or wounded and killed or wounded over 1.9 million civilians was the deadliest conflict in Africa since the Anawara crisis of 1967 and the war that followed. The relations between the two nations that call Duala home, Afrene to the south and Molatia to the north, have been shaky ever since.

 

Reports of ceasefire violations by both sides are frequent, and demining operations have been consistently disrupted despite several UN resolutions. While nobody is quite sure who is attacking the International Development and Aid Project operation in the demilitarized zone or why, the fact that their ability to carry out their duties has been reduced is undebatable. “It’s rough, you know,” volunteer Nathan MacDade said, “you just never expect getting shot at on a humanitarian mission. We’re trying to help people but both sides want the mines to stay as a deterrent. I wonder how they’ll feel about them when their kid steps on one.”

 

But with the recent signing of a partnership and cooperation agreement with Molatia, CSAT is poised to begin fundamentally shifting the situation on Duala. Over ¥12 billion in economic aid and ¥6 billion in military material per year will be provided to Molatia in exchange for full military and economic access, and the effects are already being felt. Advisors and equipment are in the process of completely retraining the Molatian Army using the rigorous CSAT Unified Basic Training Regime; any CSAT soldiers reading will be all too familiar with the difficulty and comprehensiveness of this course.

“The infantry course lasts 20 weeks, and comprises everything from basic fitness to highly realistic real-world tactical training. Even the laziest and lax of bums come out of it a highly disciplined and well-trained soldier,” chief infantry instructor Senior Captain Lo David told East Wind. This thoroughness is not just restricted to infantry; the 30-week armored vehicle course is also being utilized, and the instructors immediately brought out the big guns, as armor instructor Greater Sergeant Ogbo Mowabi explained to us. “The Angara is a fantastic vehicle for training since the instructors, using the internal cameras, can monitor all of the crew at the same time easily across multiple vehicles. Using the training programs we can disable any number of advanced functions to simulate less advanced vehicles from 1940s-ers tanks all the way to state of the art.” East Wind was not aware that the Angara was on the aid list, so we asked Mowabi why they were using it for training. “The training model’s extensive functions mean we can simulate any number of vehicles that they use currently or in the future. But as far as I know Angaras will not actually be supplied to Molatia, at least under the aid program in question.”

 

The tactical courses have been particularly difficult for the Molatian troops, as CSAT Opposing Force trainers maul the previously under-prepared soldiers in simulated combat. “We run them through these exercises repeatedly, using telemetry to show them exactly what they did wrong and how they can correct it,” Captain Lo said. He invited us to observe their next exercise under the guidance of Chief Sergeant Mogamo. His role is to observe and grade the Molatian forces, but his ability to advise and engage ont he fly is limited due to the desire to focus on the Molatians' capabilities. The Molatian forces were ambushed by the OPFOR troops in the jungle, immediately sustaining a loss, but reacting well to the attack. “Previously, they would all just dive for the nearest rock or tree and fire randomly in the general direction they were taking fire from. It was easy pickings for the OPFOR who had total freedom to maneuver,” Mogamo said. “They are not quite where we want them to be yet, but it’s only been a couple of days since they graduated the universal basic training course and moved onto tactical training, and they have the basics down very well now.” The trainees were able to defeat the four OPFOR, but not without losing more than half of the squad.

 

But CSAT is not the only external force on Duala training and equipping the locals; France has maintained a presence in Afrene since 2012. Their own military aid program is separate from NATO and not as extensive in terms of material as the CSAT-Molatia deal, but has still provided for a gradual transformation of the Afrenian army into a much more potent force than it was previously. Furthermore, France guaranteed Afrene’s independence following a major dip in relations in 2021, when ceasefire violations were at the highest ever. Now, violations are on the rise again, and numerous allegations of artillery attacks by Molatia against Afrenian checkpoints led to the installation of concrete artillery bunkers at the border posts. We requested an interview with French and Afrenian forces at these border checkpoints, but were declined due to a NATO policy of not communicating with CSAT military publications such as East Wind, and Molatia currently does not allow outside civilian journalists except under predetermined agreement. Other publications that have interviewed French forces in Afrene have declined to allow us to republish their statements.

 

The increase in the discipline of the Molatian forces and the extensive economic aid will hopefully enable a thaw in relations between the two countries. The trade and defense benefits to all parties involved may yet allow Duala to finally come into a long peace, and a period of economic development that will set a precedent for numerous other African nations for decades to come.
