In the last months of the civil war, the Government began organizing militias out of desperation as their territory and forces grew smaller and smaller. Generally, these militias were made up of teenagers and criminals who had a distaste for the rebel uprising and were often far more brutal in their methods compared to the Regular Army, Ministry of Internal Security or The National Guard. Equipment and resources were poor and often many soldiers had to provide their own weapons and uniforms, making their only distinction from the rebels the white armbands they wore as a means of identifying themselves. Numbers in these militias are unknown to the United Nations at this time, but are estimated to be between 500 - 1500 members.
