When trying to give a backpack to rifleman it won't show up

Title pretty much explains it. When im trying to give a US Army rifleman a backpack with a config, it won't show up. I also added the cancarrybackpack line to the config but still it won't show up. But it doesn't give an error about the config or anything i can just start ARMA 2.

Does the model have the proper proxy for it?

What soldier are you specifically applying it too?

like prototype said the unit needs to not only have the proper config entries enabled but the proxy has to be present on the model. Unfortuantely without the MLODs its impossible to add the proxy if BIS has not
