Do I need the DLCs for Operation Arrowhead to play in most dedicated servers?

If you mean ArmA CO then no. I bought the ArmA 2 Combined Operations pack which included ArmA 2 and OA.

Make sure you launch as Combined Operations it Enables both Arma 2 Content, OA Content and all the lite versions of all DLC. I have both, not from steam retail versions. The shortcut should be in your start menu near where the shortcut is for Operation Arrowhead.

Running Combined Operations will give you access to all games that don't use mods.

Should I be able to download addons by just joining the server, because I still haven't been able to successfully join a server.

Try joining servers that don't show extra mod folders in the browser. Addons can't be downloaded via game servers.
