Does Fire and Target at will mean that units will go after enemys on their own leaving the formation, or does this mean that they will stay in cover/formation and simply choose targets at their own? They will not leave the formation and pursue enemies, they will stay in cover or formation and simply target enemies from their position. There is some consideration for the difference between soldiers and vehicles, because sometimes you want a chopper or plane to engage the enemy on its own.
