You could try with particles and such. DMarwick made some good looking dust devil stuff using this. But I'm afraid without the physics it would just look silly. So I have to agree with Baraka, it's not possible at least to make it look realistic.

More in the maybe camp vs no camp. It would take scripts to generate the visual and impact effects on objects. Tough project, but so is a good nuke. :)
